The Implementation Rules consist of six chapters including General Provisions, Cultivation Requirements, Creation Procedures, Dynamic Management, Supporting Mechanisms, and Supplementary Provisions, totaling 31 articles. This implementation regulation is applicable to the gradient cultivation and management of green factories in Guizhou Province. The competent departments of industry and information technology at all levels are responsible for formulating and issuing support and guidance policies for green manufacturing in the local area, taking the gradient cultivation of green factories as the main lever to promote the green and high-quality development of regional manufacturing industry. They formulate targeted policies for the problems encountered in the gradient cultivation process of green factories in the local area, and actively use fiscal, industrial, land, planning, financial, tax, energy and other policies in accordance with laws and regulations to continuously improve the level of green manufacturing.

The main business indicators such as lag and latency will be improved rapidly, and the proportion of mobile network compliance rates will not be less than 90%. By the end of 2025, more than 8000 key locations will achieve deep coverage of mobile networks, continuously improve the depth and breadth coverage of 5G networks, significantly increase the proportion of 5G traffic, and ensure that the average downlink access rate of mobile networks in 12 key scenarios is not less than 220Mbps and the average uplink access rate is not less than 45Mbps. The main business indicators such as lag and latency will be comprehensively optimized, and the proportion of mobile network compliance rate will not be less than 95%.

Ningbo issues implementation rules to accelerate the development of new quality productive forces

In order to accelerate the development of new quality productivity and fully promote new industrialization, the Ningbo Municipal Bureau of Economy and Information Technology recently issued the "Implementation Rules for Several Opinions on Accelerating the Development of New Quality Productivity and Fully Promoting New Industrialization".

The Implementation Rules put forward 39 specific measures from four aspects: strengthening support for innovative talents, enhancing investment and financing support, strengthening demonstration of striving for excellence, and enhancing overall coordination and linkage. Clearly support the building of smart manufacturing benchmark projects, and give a reward of 2 million yuan to those listed in the national smart manufacturing demonstration factory unveiling unit, industrial Internet pilot demonstration 5G factory direction, provincial future factory and "lighthouse factory". Supporting the creation of first-class enterprises, rewards of 20 million yuan, 2 million yuan, and 2 million yuan will be given to those who are selected for the first time as Fortune Global 500, China Manufacturing 500, and national first-class (leading) enterprises, respectively. This implementation rule shall come into effect from the date of its promulgation and shall remain in effect until December 31, 2026.
