Low altitude economy takes off, infrastructure takes the lead. On August 16th, the Shanghai Municipal Administration of Communications released the "Guiding Opinions on Accelerating the Construction of Low altitude Intelligent Networking in Shanghai's Information and Communication Industry to Assist the Development of Low altitude Economy in Our City" (hereinafter referred to as the "Guiding Opinions"), which proposes to gradually achieve low altitude intelligent networking coverage based on 5G-A network in stages and regions. By the end of 2026, a low altitude communication network with continuous coverage of low altitude flight routes will be initially established to support the development of low altitude economy.
According to an interview with Securities Daily, unlike ground transportation, air transportation operates in three-dimensional space, which increases the difficulty of monitoring and scheduling. It is necessary to consider the dynamic changes of the aircraft in altitude, speed, and direction. Technologies such as 5G-A, artificial intelligence, and satellite communication are being reflected in the construction of low altitude economic infrastructure, which can serve air traffic management work and the construction of airspace management systems.
Emerging technologies empower low altitude intelligent networking According to the Guiding Opinions, in the next three years, Shanghai will gradually achieve low altitude intelligent network coverage based on 5G-A network, with a focus on building 5G-A low altitude communication network and deploying 5G-A low altitude sensing network as needed. Shanghai encourages basic telecommunications companies to adopt the principle of cooperation and joint construction, providing a communication network with ultra high bandwidth, ultra-low latency, and massive connections for low altitude flight, meeting the needs of low altitude aircraft control and scheduling, cluster communication, high-definition video image feedback, etc; Starting from the actual needs of low altitude business development, gradually promote the coverage of 5G-A low altitude sensing integrated network.
At present, high-tech such as 5G-A, AI, satellite communication, and millimeter wave are empowering the construction of low altitude economic infrastructure.
A person in charge of China Mobile told Securities Daily that in response to the development needs of the low altitude economy, China Mobile is leveraging its digital intelligence capabilities such as 5G, 5G-A sensing, computing power network, high-precision positioning, and artificial intelligence. Based on China Mobile Lingyun, it is building a "1+1+N" capability system consisting of a low altitude intelligent network, a low altitude comprehensive capability platform, and N low altitude industry applications. The relevant person in charge of China Telecom also told Securities Daily reporters that China Telecom is focusing on building a ground air integrated and sensing integrated network that integrates 5G-A, millimeter wave, satellite communication, and Beidou positioning, as well as a low altitude service supervision platform. At the same time, a service support system covering the whole country is being constructed.
Construction of industrial chain for listed companies entering the market In addition to Shanghai, other regions have also issued relevant policies to promote the construction of low altitude intelligent networking infrastructure. In May of this year, Guangdong Province released the "Action Plan for Promoting High quality Development of Low altitude Economy in Guangdong Province (2024-2026)", which listed "building a number of general airports, take-off and landing sites, and landing points, basically establishing a safe, efficient, and interconnected ground infrastructure network, and completing the construction of low altitude intelligent connectivity infrastructure in core areas" as one of the overall goals.
The "Action Plan for Promoting High Quality Development of Low altitude Economy Industry in Beijing (2024-2027) (Draft for Soliciting Opinions)" lists "cultivating 10 leading enterprises worth 1 billion yuan, 50 supporting enterprises worth over 100 million yuan in the core links of the industrial chain, and 100 technical service enterprises by 2027, and forming a batch of low altitude products and services with international competitiveness and brand influence in the fields of low altitude intelligent networking, vertical takeoff and landing fields, unmanned aerial vehicles, and electric vertical takeoff and landing aircraft (eVTOL)" as a development goal. On the industry side, multiple listed companies have released their layouts in the field of low altitude intelligent networking on investor interaction platforms. Sichuan Changhong stated that Changhong Jiahua, a subsidiary of the company, has joined hands with Beidou Fuxi, the national standard setting unit for Beidou grid codes, to launch the Low altitude Intelligent Network Hundred City Expansion Plan. They have provided products and services including workstations, servers, and technical support for a low altitude intelligent network project in a certain region, and continue to follow up on project progress and requirements.
Hager Communications said that under the wave of low altitude economy, the company has laid out the "Beidou+5G+satellite Internet" all-in-one all-in-one communication and navigation network and integrated space-time reference service base serving the low altitude economy.
ZTE Corporation stated that on the one hand, the company's 5G-A solution enhances the general computing power and intelligence of traditional base stations, enabling efficient identification of networked aircraft and targeted network performance guarantees, providing "escort" for the low altitude economy; On the other hand, the company's 5G-A integrated sensing solution can achieve perception, positioning, and trajectory tracking of drones and other low altitude aircraft, with an accuracy of sub meters and a detection range of over 1 kilometer, and is not affected by factors such as light and weather.
In the process of low altitude economic development, infrastructure will achieve more efficient network connections; low altitude transportation systems will achieve more intelligent operation and management, real-time monitoring and intelligent scheduling, as well as higher operational efficiency and management level. "said the relevant person in charge of China Mobile.
